Amends the Illinois Grant Funds Recovery Act to prohibit grantees and their employees from using state grant funds or goods/services purchased with grant funds for prohibited political activities as defined in the State Officials and Employees Ethics Act.

Prohibits grantees and employees from being compensated with grant funds for time spent engaging in prohibited political activities.

Exempts 501(c)(3) and 501(c)(4) organizations from the prohibition on federally permissible advocacy, lobbying, and political activity, provided state grant funds are not knowingly used for those specific activities.

Establishes a business offense for grantees who knowingly violate the prohibition, with fines up to $5,000.
