IL SB2406

Reconstitutes the Southern Illinois University Board of Trustees on the effective date, terminating all current members' terms and requiring appointment of 7 new Governor-appointed members with Senate approval.

Requires at least 3 Governor-appointed Board members hold undergraduate or graduate degrees from SIU Edwardsville and at least 3 from SIU Carbondale.

Increases student voting members from one to two voting student members (one from each campus), selected by campus-wide student election, and removes the previous non-voting student member position.

Sets staggered expiration dates for initial Governor-appointed members' terms: two members expire January 2016, two expire January 2018, and three expire January 2020, with subsequent terms of 6 years.

Maintains existing requirements for Board members including residency, political party affiliation limits (no more than 4 from same party), and student member eligibility standards (2.5 GPA minimum, Illinois residency, full-time enrollment).
