Appropriates $1,229,925,800 from the State Lottery Fund to the Department of the Lottery for fiscal year beginning July 1, 2013.

Allocates $1,000,000,000 for payment of lottery prizes to ticket holders and promotional/incentive prizes related to Illinois and Multi-State Lottery games.

Appropriates $192,800,000 for expenses of developing and promoting lottery games.

Funds personnel costs of $11,836,500 and employee benefits including $4,771,500 for retirement system contributions and $4,025,000 for group insurance.

Appropriates $535,700 for costs and expenses related to a Government Services shared services center.

Takes effect July 1, 2013.
