• Appropriates $1,839,629,600 to the Department of Commerce and Economic Opportunity for fiscal year beginning July 1, 2013, funded from General Funds ($34,323,300), Other State Funds ($436,616,900), and Federal Funds ($1,368,689,400)

• Allocates major funding for employment and training programs including $275,000,000 for workforce investment and training, $150,000,000 for low-income energy assistance, and $330,000,000 for low-income home energy assistance

• Provides $550,000,000 total for community development programs including $300,000,000 for community development block grants and $120,000,000 for small cities assistance

• Funds tourism, energy, business development, and coal technology programs across multiple state funds and special purpose accounts
