Appropriates $138,179,100 total to the Department of Veterans' Affairs for fiscal year beginning July 1, 2013, comprised of $72,621,200 from General Revenue Fund, $63,651,900 from Other State Funds, and $1,906,000 from Federal Funds.

Funds Central Office operations including personal services ($3,711,000), electronic data processing ($800,000), and contractual services ($553,300).

Appropriates $8,300,000 from the Illinois Veterans Assistance Fund for grants, services, and research relating to veterans' post-traumatic stress disorder, homelessness, health insurance, disability benefits, and long-term care.

Funds four Illinois Veterans' Homes (Anna, Quincy, LaSalle, and Manteno) with combined appropriations exceeding $64 million for personnel, operations, and maintenance.

Takes effect July 1, 2013.
