Appropriates $476,648,400 total to the Illinois Emergency Management Agency for fiscal year beginning July 1, 2013, comprised of $2,520,700 in General Funds, $340,974,300 in Other State Funds, and $133,153,400 in Federal Funds.

Allocates $275,000,000 from the Homeland Security Emergency Preparedness Fund for terrorism preparedness and training costs ($70,000,000 statewide and $205,000,000 for Chicago Urban Area).

Provides $127,000,000 from the Federal Aid Disaster Fund for federal disaster declarations and hazard mitigation programs in current and prior years, plus $2,000,000 for state administration.

Funds multiple specialized programs including nuclear facility safety ($8,906,100), radiation safety ($5,832,900), environmental safety ($3,903,900), and disaster assistance ($131,549,400 total).

Effective date is July 1, 2013.
