• Appropriates $8,431,300 from the Horse Racing Fund to the Illinois Racing Board for ordinary and contingent expenses for fiscal year beginning July 1, 2013

• Allocates $8,236,900 across personnel services ($1,083,300), retirement and benefit contributions ($436,700 and $82,900), group insurance ($368,000), laboratory program expenses ($1,795,500), and racing regulation program expenses ($3,573,200)

• Appropriates $500,000 for distribution to local governments for admissions tax revenue

• Appropriates an additional $194,400 from the Horse Racing Fund for costs related to a Government Services Shared Services Center

• Takes effect July 1, 2013
