Appropriates $12,849,362,500 total for the Illinois State Board of Education for fiscal year beginning July 1, 2013, including $9,781,173,100 from General Funds, $60,778,900 from Other State Funds, and $3,007,410,500 from Federal Funds

Allocates $4,136,350,800 for General State Aid from the Education Assistance Fund ($376,821,600) and Common School Fund ($3,759,529,200)

Provides $2,077,100,000 in federal education funds including Title I ($930,000,000), IDEA ($700,000,000), and Title II ($157,000,000) plus $725,000,000 for federal child nutrition programs

Appropriates $3,540,059,000 for teacher retirement system contributions including $3,437,478,000 to Teachers' Retirement System, $90,430,000 for teacher health insurance, and $10,931,000 for Chicago Public School Teachers' Pension Fund

Establishes effective date of July 1, 2013
