Appropriates $9,091,600 total to the Illinois Arts Council for fiscal year beginning July 1, 2013, comprised of $8,011,600 in General Funds and $1,080,000 in Federal Funds

Allocates $1,602,000 from General Revenue Fund for Council operations including personal services ($1,280,000), social security contributions ($98,000), contractual services ($138,200), and other administrative expenses

Appropriates $4,313,300 from General Revenue Fund for grants to arts organizations, individual artists ($3,813,300), underserved constituencies ($250,000), and arts education ($250,000)

Provides $1,015,000 from federal funds for grants and programs to enhance cultural environment ($935,000) and Education Leadership Institute administrative costs and grants ($80,000)

Appropriates $1,781,300 from General Revenue Fund for public radio and television station grants and administrative expenses pursuant to the Public Radio and Television Grant Act, plus $315,000 for humanities programs and $65,000 in additional federal funds
