Changes Secretary of State Merit Employment Code to authorize (rather than require) granting leave of absence without pay to employees elected to public office.

Limits leave of absence duration to the shorter of: remaining an elected official or 4 years (previously allowed indefinite leave).

Removes the 30-day period that previously followed the end of an employee's elected term.

Authorizes (rather than requires) reinstatement to former or comparable position if employee requests re-entry within 30 days after terminating leave of absence.

Takes effect immediately upon becoming law.
