Appropriates $20,794,300 from the General Revenue Fund to the Office of the State Appellate Defender for FY14 ordinary and contingent expenses, including $16,155,000 for personal services, $2,162,100 for contractual services, and other operational costs.

Appropriates $200,000 from the State Appellate Defender Federal Trust Fund for expenses related to federally assisted programs addressing systemic sentencing issues in appeals cases.

Appropriates $65,000 from the General Revenue Fund for expenses related to federally assisted programs on systemic sentencing issues appeals cases.

Appropriates $175,000 from the General Revenue Fund for the Expungement Program's ordinary and contingent expenses.

Appropriates $63,000 from the General Revenue Fund for statewide Public Defender training and $300,000 to develop a Juvenile Defender Resource Center.

Takes effect July 1, 2013.
