Reduces the time courts have to report traffic violations to the Secretary of State from 10 days to 5 days.

Creates new Section 6-308 establishing procedures for traffic violations classified as petty offenses, which do not require bond posting if the person signs the citation.

Implements a "Failure to Appear" suspension system where the Secretary of State must immediately suspend a driver's license if a person fails to appear in court after a 30-day continuance notice, with suspension removal only upon court notification of case resolution.

Eliminates bail requirements for petty offenses under the Code of Criminal Procedure, while allowing the Supreme Court to establish uniform bail schedules for other offenses.

Repeals former Section 6-306.3 and updates references throughout the Vehicle Code to reference the new Section 6-308 procedures for failure to appear cases.
