SB2584 Summary

• Amends the Liquor Control Act to require the State Commission to consider only violations of alcohol sales to minors committed within 5 years of a prior violation when determining multiple offenses.

• Permits Commission agents to inspect premises where alcohol is manufactured, distributed, or sold, but prohibits inspection of private areas (safes, personal property, closed desks) without reasonable suspicion or a warrant.

• Establishes self-distribution exemptions for small wine makers producing less than 25,000 gallons annually, allowing up to 5,000 gallons annual sales to retail licensees, and craft brewers manufacturing less than 930,000 gallons annually, allowing up to 232,500 gallons annual sales to retail licensees.

• Requires the Commission to conduct alcohol compliance operations to investigate unlicensed wine shipping into Illinois and to submit violation notices to the Illinois Attorney General and U.S. Department of Treasury's Alcohol and Tobacco Tax and Trade Bureau.

• Requires biennial reports to the Governor and General Assembly on wine shipping impacts, including tax revenues, licensing fees, cases shipped, compliance operations conducted, and violations reported.
