IL SB2586

Establishes the Governor's Office of Health Innovation and Transformation to oversee identification of needed mental health and substance use services in different geographic regions of Illinois and develop financing strategies for those services

Requires the planning process to address network adequacy in all 102 Illinois counties for health homes, systems of care for children, care coordination, and access to quality care and treatment for persons with serious mental illness or substance use disorders

Mandates examination of workforce development for community providers, information technology infrastructure for integrated service delivery, and strategies to reduce health care disparities in access to care

Includes the Division of Mental Health and Division of Alcoholism and Substance Abuse from the Department of Human Services, Department of Healthcare and Family Services, Department of Public Health, community providers, advocacy groups, and other appropriate entities in the planning process

Requires the Office of Health Innovation and Transformation to report findings and recommendations to the General Assembly by July 1, 2015, with this Section repealing on July 1, 2016
