Requires city, county, and township board approval by two-thirds majority vote for appointments to the Commuter Rail Board instead of previous consent procedures.

Limits the Commuter Rail Board Chairman to a 2-year term and prohibits consecutive reappointments, while allowing one reappointment after a break.

Removes all directors currently serving on the Commuter Rail Board upon the bill's effective date and prohibits their reappointment; new directors appointed on or after the effective date may be reappointed but not for consecutive terms.

Permits city, county, or township boards to remove directors they appointed from office with the same consent procedures required for appointment.

Establishes procedures for handling ex parte communications (written or oral communications regarding regulatory, quasi-adjudicatory, investment, licensing, procurement, or personnel matters) to Regional Transit Boards, requiring reporting to ethics officers and filing with the Executive Inspector General, with violations subject to fines of $1,001 to $5,000.
