Removes all current Commuter Rail Board directors upon the bill's effective date and prevents their reappointment; new directors fill vacancies for remainder of unexpired terms and may be reappointed but not consecutively.

Allows appointing authorities to remove directors they appointed with consent of relevant local legislative bodies, in addition to existing removal procedures.

Establishes procedures for reporting and recording "ex parte communications" (informal contacts about pending matters) to Regional Transit Boards, with ethics officers required to file reports with the Executive Inspector General and violations subject to fines of $1,001 to $5,000.
