Changes the short title of the "Fluorspar and Underground Limestone Mines Act" to the "Fluorspar Mines Act" by removing references to underground limestone mines.

Applies to all mines in Illinois producing minerals as defined in the Act, establishing definitions for key terms including mine, operator, superintendent, mine foreman, inspector, and employees.

Defines "mineral" to include metalliferous and non-metalliferous substances recognized by standard authorities, but excludes silica, granite, marble, salt, sand, gravel, clay, rock, coal, lignite, gas, oil, and substances extracted through bore holes.

Becomes effective immediately upon passage.
