• Members appointed to the Cook County Sheriff's Merit Board on or after the effective date must be licensed attorneys, while existing members may complete their current terms.

• Annual compensation reduced from $25,000 to $15,000 for regular members and from $30,000 to $20,000 for the Chairman; members appointed after the effective date may not receive pension benefits.

• Board members appointed after the effective date may only receive health care benefits if they contribute to the Cook County health care premium.

• Sheriff may not impose disciplinary measures exceeding 30 days without a Board hearing; Board powers limited to discipline of non-exempt sworn officers and conducting hearings.

• No disciplinary action may be taken against a sworn officer based on political reasons or factors; existing provisions restricting political participation by officers are repealed.
