County boards in Illinois counties with populations between 300,000 and 2,000,000 may adopt ordinances establishing codes of conduct for county appointees addressing accountability, fiscal responsibility, procurement authority, transparency, and ethical conduct.

County board chairmen or county executives may unilaterally remove appointees they personally appoint for good cause shown, including violations of an adopted code of conduct.

County boards may remove appointees they appoint by majority vote for good cause shown.

Appointees must receive reasonable notice of any alleged violations and a hearing before the county board or its designee prior to removal.

County boards may require local government units and agencies where they control majority appointments to provide detailed information on finances, budgets, contracts, employment, and ethics policies, and to immediately disclose findings of non-compliance with laws or regulations.
