Health care facilities must develop a policy to encourage participation of minority-owned, women-owned, veteran-owned, and small business enterprises in capital projects.

Health care systems may develop a single system-wide policy to comply with this requirement instead of individual facility policies.

Facilities must develop their policy no later than 6 months after the effective date of this amendatory act.

Policy requirement does not apply to facilities with 100 or fewer beds, facilities in counties with populations under 3,000,000, or facilities owned or operated by local, state, or federal government.

"Health care facility" is defined according to the Illinois Health Facilities Planning Act.
