Amends Section 609 of the Illinois Marriage and Dissolution of Marriage Act regarding removal of minor children from Illinois.

Court may grant permission for a custodial parent to remove a child from Illinois if in the child's best interests, with the burden of proof on the parent seeking removal.

Requires parent removing a child temporarily from Illinois to inform the other parent of the child's address, telephone number, and return date; Illinois retains jurisdiction during the absence.

Prohibits courts from considering availability of electronic communication as a factor supporting permanent removal of a child from Illinois.

If either party raises it as an issue, court must consider a parent's current or future lack of legal immigration status as a factor when deciding permanent removal of a child from the state.
