Repeals the Religious Freedom and Marriage Fairness Act entirely.

Changes the definition of valid marriage from "2 persons" to "a man and a woman" in the Illinois Marriage and Dissolution of Marriage Act.

Adds a new provision declaring that same-sex marriages are contrary to the public policy of Illinois.

Removes religious exemptions previously granted to denominations and religious officials regarding solemnization of marriages.

Repeals Section 220 of the Marriage and Dissolution of Marriage Act and Section 65 of the Religious Freedom Protection and Civil Union Act, and modifies civil union recognition provisions.
