• Amends the Unified Code of Corrections Section 5-5-3.2 to add two new aggravating factors for sentencing: factor (28) regarding assault or battery against postal workers performing mail delivery duties, and factor (29) regarding battery or aggravated battery committed with intent to cause loss of consciousness.

• Expands sentencing considerations by adding factor (29) as grounds for imposing more severe sentences or extended-term imprisonment when a defendant commits battery or aggravated battery with specific intent to render the victim unconscious.

• Removes the word "or" following factor (27) and adds "or" after factor (28) to incorporate the new factor (29) into the list of aggravating sentencing factors in subsection (a).

• Maintains existing framework for judges to consider aggravating factors when determining sentences under Section 5-8-1 or Article 4.5 of Chapter V of the Unified Code of Corrections.
