SB2657 Summary

• Repeals Section 5.250 of the State Finance Act and Section 57.17 of the Environmental Protection Act, effective January 1, 2015.

• Redirects Solid Waste Site Operator Certificate fees from the Hazardous Waste Occupational Licensing Fund to the Environmental Protection Permit and Inspection Fund, with transfer of existing funds required by December 31, 2014.

• Establishes the Environmental Protection Permit and Inspection Fund to consolidate various environmental permit and inspection fees, including solid waste operator certifications and hazardous waste disposal site fees.

• Modernizes water supply operator certification standards by adding ultraviolet disinfection and membrane filtration as Class A treatment methods, and allows the Agency to classify water supplies individually as Class A, B, C, or D.

• Creates new criminal penalties for false statements in Title XVI environmental compliance documents (Class 4 felony for first offense, Class 3 for subsequent offenses).
