Allows an elementary school district with no more than 200 students to enter into an intergovernmental agreement with an elementary school district with at least 5,200 students for delivery of special education services if the districts share an adjacent boundary.

Special education director, teachers, and professional workers may be employed by one district and reimbursed on a mutually agreed basis by the other district party to the agreement.

Agreement must include provisions for administration, staff, programs, financing, housing, transportation, and grounds for termination.

Limits agreements to no more than 2 school districts at any one time, and prohibits any school district from having more than one such agreement in effect simultaneously.

Takes effect immediately upon becoming law.
