Renames the "Division of Corporations Special Operations Fund" to the "Department of Business Services Special Operations Fund" under the Business Corporation Act of 1983.

Establishes that the fund balance at the end of any fiscal year cannot exceed $600,000, with excess amounts transferred to the General Revenue Fund.

Restricts the $50 expedited services fee for filings, copies of documents, and annual reports to materials submitted within 72 hours prior to the filing deadline.

Defines expedited services as requests completed within the same day or within 24 hours of submission to the Department's Springfield or Chicago offices.

Authorizes the Department of Business Services to use fund moneys for personal services, equipment, electronic data processing, telecommunications, and other costs related to providing expedited services.
