Amends the Boat Registration and Safety Act to require operators of watercrafts towing a person or persons to display a bright or brilliant purple flag measuring not less than 12 inches per side.

Flag must be displayed at the highest point of the area surrounding the boat's helm and be visible from all directions while the person being towed departs the boat and until reentry after the activity ceases.

Prohibits display of the purple flag for any purpose other than the towing activity described in the statute.

Takes effect January 1, 2015.
