SB2671 Summary

• Requires tire storage sites containing more than 10,000 passenger tire equivalents or processing more than 500 tons annually to obtain a permit from the Environmental Protection Agency beginning July 1, 2016.

• Exempts large tire storage sites from the standard registration requirement under Section 55(d)(1) if they are required to be permitted under the new permitting provision.

• Establishes financial assurance rules for tire storage site operations, with enforcement authority granted to State's Attorneys and the Attorney General to seek injunctions for violations.

• Requires owners/operators of large tire storage sites to submit compliance documentation by January 1, 2015, demonstrating adherence to Board rules.

• Authorizes the Agency to propose and the Board to adopt regulatory revisions within specified timeframes to implement the new permitting requirements and other amendments.
