• Amends the Illinois Governmental Ethics Act to establish how partisanship is determined for gubernatorial appointees to offices requiring specific party affiliation or limiting appointees from a single party.

• Determines an appointee's partisanship based on their voting in the 3 general primary elections immediately preceding the appointment effective date.

• Classifies a person as an independent if they did not vote, did not request a partisan ballot, or requested ballots for 2 or more different political parties in those 3 primary elections.

• Prohibits disqualifying an appointee from continuing in office during their term or thereafter based on voting patterns in general primary elections after appointment.

• Applies to all persons nominated by the Governor on or after the effective date of this amendatory act, including acting and temporary appointees.
