Excludes blood donation and blood bank labor from the definition of "public or community service" across three Illinois statutes: the Juvenile Court Act of 1987, the Unified Code of Corrections, and the Probation Community Service Act.

Defines "blood bank" by reference to Section 2-124 of the Illinois Clinical Laboratory and Blood Bank Act for purposes of clarifying what activities are prohibited as community service assignments.

Applies the changes to violations or attempted violations committed on or after January 1, 2014 (the effective date of Public Act 98-61).
