Creates the Illinois Elks Association Fund as a special fund in the State treasury.

Authorizes the Secretary of State to issue special Illinois Elks Association license plates for passenger vehicles of the first division or motor vehicles of the second division weighing not more than 8,000 pounds.

Establishes a $30 fee for original plate issuance, with $15 going to the Illinois Elks Association Fund and $15 to the Secretary of State Special License Plate Fund for administrative costs.

Sets a $17 renewal fee, with $15 deposited into the Illinois Elks Association Fund and $2 to the Secretary of State Special License Plate Fund.

Distributes moneys in the Illinois Elks Association Fund, subject to General Assembly appropriation and Secretary of State distribution, to the Illinois Elks Association or charitable entities it designates.
