Changes Section 5-14 of the Boat Registration and Safety Act to expand regulations from water skiing to broader "towing of persons" activities

Requires motorboats towing persons on water skis, aquaplanes, or similar devices to have capacity for at least 3 persons and be occupied by at least 2 competent persons

Prohibits towing activities from one-half hour after sunset to one-half hour before sunrise, except for authorized water ski tournaments, competitions, and exhibitions with adequate lighting

Requires operators to exercise careful and prudent operation, maintaining reasonable distance from persons and property to prevent endangerment

Mandates display of a bright orange flag measuring at least 12 inches per side at the highest point visible in all directions while persons are being towed, from departure through reentry
