Amends the Fox Waterway Agency Act to establish conditions for public access to dredged channels within the Agency's territory.

Channels funded with boating fees or other public moneys must remain open and accessible to the general public as public water.

Channels funded entirely with private funds allow adjoining property owners to close them to the public, provided they post signage indicating the waterway is private and closed.

Provisions apply only to dredging and restoration work performed on or after the effective date of January 1, 2014.
