• Requires students to be informed of the right to refuse to answer questions and refuse to make statements in the presence of a police officer before any questioning occurs.

• Requires students to be informed of the right to have a parent, guardian, or attorney present during police questioning and of the consequences that statements may result in arrest, summons, school discipline, or criminal prosecution.

• Requires school principals to approve police officer presence during student questioning and mandates notification of parents or guardians with a 48-hour opportunity to be present, except in dangerous misconduct cases where notification must be simultaneous with questioning.

• Requires school principals and police officers to consult before arresting or issuing a summons to determine if such action is necessary and in the best interests of the student and school.

• Requires school districts to track and annually report to the State Board of Education data on notifications, arrests, summonses, and demographics of charged students, broken down by race, age, ethnicity, and disability status, without including student names.
