Establishes a tuition affordability discount program at Eastern Illinois University, increasing the Board of Higher Education's institutional tuition waiver limitation from 3% to 10% of undergraduate tuition revenue over a 4-year period (2% increase per year for three years, then 1% in the fourth year).

Individual tuition discounts are capped at $2,500 per academic year and limited to a maximum of 4 years per student who maintains satisfactory academic progress and meets normal admissions standards.

New students cannot receive discounts after the 2018-2019 academic year, but existing students may maintain their discounts through their 4-year eligibility window based on when they first received the discount.

Requires the Board to report to the Board of Higher Education every 2 years on the program's impact on tuition revenue, enrollment goals, access, and affordability.

The program sunsets on July 1, 2022, with the section repealed effective that date.
