Expands the Organ Donor Leave Act to clarify that "blood" includes whole blood, plasma, red blood cells, white blood cells, and platelets, and removes the separate reference to "blood platelets"

Allows state employees to donate blood with up to one hour of paid leave, double red cells with up to 1.5 hours, and blood platelets with up to 2 hours, with frequency set by departmental rule following medical standards

Maintains existing provisions allowing up to 30 days of paid organ donation leave per 12-month period for organ and bone marrow donors

Requires employees to request leave in advance and obtain agency approval before donating blood, organs, or bone marrow

Specifies that employees cannot be required to use accumulated sick or vacation time before using organ donor leave, and requires medical documentation for proposed donations
