Establishes the Transportation Network Providers Act to regulate transportation network companies (TNCs) like ride-sharing services operating in Illinois.

Requires TNCs and drivers to maintain automobile liability insurance with minimum coverage of $50,000 per person/$100,000 per incident/$25,000 property damage while logged on, and $1,000,000 combined coverage while actively transporting passengers.

Sets driver eligibility requirements including background checks, criminal history review, National Sex Offender Registry screening, valid driver's license, proof of vehicle registration and insurance, minimum age of 19, and restrictions on moving violations and felony convictions within specified timeframes.

Mandates TNCs adopt non-discrimination policies based on destination, race, color, national origin, religion, sex, disability, age, sexual orientation, and gender identity, with provisions for wheelchair accessibility and service animals.

Requires TNCs to implement zero-tolerance drug and alcohol policies, display driver photos and vehicle license plates before pickup, provide fare transparency and estimated costs, and issue electronic receipts with trip details after completion.
