Amends the Property Tax Code Section 21-150 to establish deadlines for Cook County to apply for judgment and order of sale for delinquent taxes: July 1 for tax years 2009-2015, May 1, 2016 for tax year 2014, and March 1, 2017 for tax year 2015.

Sets deadline of within 90 days after the second installment due date for Cook County tax year 2016 and all subsequent tax years for applications for judgment and order of sale.

Maintains existing 90-day deadline for counties with fewer than 3,000,000 inhabitants and December deadline for counties with adopted ordinances under Section 21-40.

Requires courts to hear and determine judgment matters within 30 days of the application date, with tax sales to begin within 5 business days of the court-specified date.

Takes effect upon becoming law.
