Amends the Environmental Protection Act to expand the Water Pollution Control Loan Program to include publicly owned municipal storm water projects that meet the definition of "treatment works" under federal law.

Adds eligibility for green infrastructure, water efficiency, and environmentally innovative storm water management projects that infiltrate, evapotranspire, or capture and use storm water.

Authorizes the Illinois Environmental Protection Agency to establish a linked deposit loan program for projects implementing management programs under Section 319 of the Federal Water Pollution Control Act, allowing loans through private lenders at or below market interest rates.

Requires the Agency to adopt rules prioritizing loans based on applicant need and allows Water Pollution Control Loan Program rules to include criteria encouraging green infrastructure, water efficiency, and nutrient pollution removal projects.

Directs the Agency to consider project lifetime costs, long-term funding availability, climate change resilience, water efficiency, natural hydrology restoration, cost-effectiveness, and environmental innovation when evaluating financing applications.
