IL SB2782

Amends the Juvenile Court Act of 1987 to add provisions governing appointment of educational surrogate parents and early intervention program surrogate parents for minors in court proceedings.

Allows courts to appoint a parent or legal guardian respondent as educational surrogate parent if the parent requests the appointment and the court finds it is in the minor's best interests.

Permits courts to appoint a non-parent individual as surrogate parent if the person is not involved in the abuse, neglect, or dependency case, is familiar with the minor's needs, and the court finds the appointment serves the minor's best interests.

Requires surrogate parents to meet all applicable federal laws and regulations governing educational surrogate parents and early intervention program surrogate parents.

Allows courts to rescind any surrogate parent appointment at any time if determined to be inconsistent with the minor's best interests, with selection then made under applicable federal and state law.
