Creates the Internet Screening in Public Libraries Act requiring each public library to install technology protection measures blocking access to obscene content, child pornography, and material harmful to minors on all public computers.

Allows library employees to disable filtering for adults conducting legitimate research or lawful purposes, and for minors with adequate supervision (individual age 21 or older) for lawful purposes.

Requires the State Librarian to adopt implementing rules and mandates annual written attestation from administrative unit heads that libraries comply with the Act as a condition for receiving state grants under the Illinois Library Systems Act.

Establishes the Internet Screening in Public Libraries Fund as a special state fund to support implementation and administration of the Act through appropriated amounts.

Exempts the mandate from state reimbursement requirements under the State Mandates Act, making implementation a local responsibility without state funding.
