Grants railroad police officers the same police powers as state law enforcement officers, including authority to issue administrative citations under county or municipal ordinances.

Requires registered rail carriers with police forces to establish internal policies for objective oversight of misconduct allegations and to adopt guidelines for employee investigations limited to specific conditions: criminal misconduct, accidents, workplace violence concerns, or employee safety issues.

Mandates rail carriers file their oversight and investigation policies with the Illinois Law Enforcement Training Standards Board for public inspection and Board approval.

Establishes a 90-day appeal process allowing persons adversely affected by rail carrier internal investigations to appeal to the Illinois State Police, which may conduct its own investigation and file findings with the Illinois Commerce Commission.

Updates references in the Railroad Police Act from "steamboat" to "boat" and clarifies passenger removal procedures, including refund of prorated fares and prohibition on carrier operating rules that contradict conductor authority.
