State Board of Education must prepare annual student discipline reports by October 31 starting in 2015, covering all public school districts and charter schools, disaggregated by race, ethnicity, gender, age, grade level, English proficiency, incident type, and duration.

State Board must identify top 20% of school districts annually based on out-of-school suspension rates, expulsion rates, and racial disproportionality in discipline, calculated over 3 consecutive school years beginning with 2014-2015.

School districts in the top 20% for 3 consecutive years must submit a school discipline improvement plan by 2017-2018 identifying strategies to reduce exclusionary discipline practices and racial disproportionality, with progress reports due within one year.

Discipline improvement plans must be approved at public school board meetings and posted on district websites; plans may be combined with other federally or state-required improvement plans.

Charter schools must comply with student discipline reporting requirements under Section 2-3.160 of the School Code.
