Prohibits operation of motor vehicles equipped with registration plate covers, with violations classified as traffic offenses.

Bans the sale, offer for sale, and advertising of registration plate covers, with violations classified as business offenses.

Makes it a Class A misdemeanor to modify the rear registration plate mounting location to conceal or obstruct the plate from law enforcement, including through electronic devices.

Clarifies registration plate display requirements including minimum 5-inch height from ground, horizontal positioning, and legibility standards for all vehicle types.
