Amends Section 605-615 of the Department of Commerce and Economic Opportunity Law in the Civil Administrative Code of Illinois to make a technical change in language concerning export assistance duties.

Establishes Department duties to organize mentoring conferences using experienced exporters to educate prospective manufacturers and businesses about domestic and international export opportunities.

Requires the Department to provide technical assistance to businesses seeking to establish export opportunities and coordinate with Small Business Development Centers to connect buyers with prospective exporters.

Directs the Department to promote Illinois-made products domestically and internationally, develop an electronic database for international trade and investment activities, and establish an export finance awareness program for banking organizations.

Mandates the Department conduct surveys of Illinois businesses to identify exportable products and businesses interested in exporting, and distribute business information to foreign commercial libraries.
