Removes requirement that adult dental services be limited to emergencies and eliminates specific emergency conditions that were recognized as of July 1, 2013.

Limits ALL KIDS school-based dental program by requiring providers to deliver follow-up care for children with oral health scores of 2 or 3, either at school/clinic or through referral to a dental home provider.

Caps children's dental coverage at 2 cleanings and 2 fluoride treatments per year regardless of service location, with prior approval required for requests exceeding this limit.

Implements $20 per-visit encounter fee for all adults covered for dental services, effective July 1, 2014.

Adds dental school clinics to eligible applicants for dental clinic grant program and allows grant funds to support training services and educational activities at State dental schools.
