Amends Section 10-2.1-8 of the Illinois Municipal Code regarding veteran's and educational preferences for municipal employment.

Corrects a technical grammatical error by removing a duplicate word "the" in the section describing educational qualifications.

Maintains existing preference provisions for veterans, persons with law enforcement or emergency services degrees, trained law enforcement officers, and police explorer/cadet program participants in fire and police department appointments.

Specifies that preference points are non-cumulative and clarifies that "active duty military service" includes training and service school attendance ordered under specified federal law for deployed personnel.

Exempts home rule municipalities from these preference requirements.
