Allows elected or appointed members of park districts, forest preserve districts, and conservation districts to complete Open Meetings Act training through courses sponsored or conducted by the Illinois Association of Park Districts, instead of only through the Public Access Counselor's electronic curriculum.

Requires alternative training courses to include instruction on legal requirements for open meetings, applicability of the Act to public bodies, quorum and notice procedures, open and closed meeting requirements, and penalties for non-compliance.

Organizations providing alternative training must issue certificates of completion to members who successfully complete the course.

Amends Section 4 of the Open Meetings Act to exclude subsection (f) of Section 1.05 from criminal penalties for violations, consistent with existing exemptions for school boards, drainage districts, and soil and water conservation districts.

Takes effect immediately upon becoming law.
