Allows dental hygienists to be employed or retained by nonprofit organizations and public health settings in addition to dentists and government agencies.

Establishes "remote supervision" model enabling dental hygienists with collaborative agreements to provide dental hygiene examinations and screenings without dentist present, with patient referral to dentist required within 12 months.

Permits dental hygienists meeting experience requirements (2,400 hours in past 18 months or 3,000 career hours) to perform dental hygiene services without prior dentist examination if they maintain collaborative agreement, infection control training, and current CPR certification.

Limits dentists to collaborative agreements with maximum 4 dental hygienists unless Board authorizes otherwise, and requires written agreements signed by dentist, hygienist, and facility with annual review.

Expands scope of authorized dental hygiene services to include screenings, examinations, charting, fluoride application, sealants, scaling and root planing, and local anesthesia administration under collaborative practice protocols.
