Amends Section 108-4 of the Code of Criminal Procedure to allow search warrants to be issued electronically or electromagnetically by electronic mail or facsimile transmission with the same validity as written warrants.

Permits judges to issue search warrants based on sworn oral testimony via telephone or facsimile transmission when the offense involves terrorism or a related offense under Article 29D of the Criminal Code of 2012 and circumstances make a written affidavit unreasonable.

Requires the person requesting the warrant to read a duplicate original warrant verbatim to the judge, who enters it verbatim on the original warrant document, with the judge signing and entering the exact time of issuance.

Mandates that judges record oral testimony via voice recording device or stenographic/longhand record, with transcriptions certified and filed with the court.

Provides that evidence obtained under oral testimony warrants cannot be suppressed based on failure to obtain a written affidavit absent a finding of bad faith, while preserving all other grounds for suppression.
